is a chihuahua supposed to whine a lot?

my dog whines and shakes a lot and i really don't know what to do. he shakes and like umm sort of hyperventilates (i think) a lot. even when its not cold
 
sounds to me like hes having seizures which is common in that particular breed
 
Chihuahuas shiver when they are regulating their body temperature. My house furnace is set at 75 degrees and my chis are still looking for blankets or warm laps. Shake or shiver ? The whine , does it sound like the dog is almost humming out of tune? Whine or hum?
