Is a bar a good place to mingle with women?

Let’s say I went to a nightclub or a bar in general and I was with my friend and I was standing in a crowded spot or by a group of strangers, would it be ok for us to talk to women? Not hit on them but just basically socialize and strike up conversations and hang out with them even if I don’t know them? That’s if they are by the bar or a table? When is it ok to but in a private conversation? Like I want to make some friends and get to know people who go to the bar so I want to know when it is a good time to introduce myself and talk to some girls there?

Besides, it shouldnt be too awkward if everyone is buzzed or drunk, right? Noone would care if you hanged with them if you had great personality?
 
It would probably just depend on the person you are trying to talk to. If you are outgoing people usually like that, but keep in mind that first impressions are everything, if you want to hangout w/ those people again don't make it seem like you're just after a piece of @ss!!
