Is a 99 Suzuki RM 250 too old for 1250.00?

if it looks and runs good maybe. test drive it if possible and make a lower offer. doesn't hurt to save some cash. If you get be sure to wear a helmet. One of those things saved my life a few years ago.
 
Sounds about right to me, BUT, if you never bought a dirtbike before, have no riding experience?? OK you are going to kill yourself on that thing, That is for experienced supercross riders only. Even a 125 is a lot to handle unless you have years of experience I would start with a 125
