Is a 20 Gallon fish tank suitable for a mouse?

Okay, I would like to get a mouse. I'm currently trying to study up on what I need to take care of him/her. I figure first order of business is the home. I can get a used fish tank for 15 dollars.

How do I design the home for the mouse?
What things will I need to take care of the mouse?

I do not like tanks for rodents as they need better air movement then they can get in a tank. Just think of how difficult it would be to breath in air that does not move and smells like your own potty
