Is a 1992 jeep wrangler only a two seater?

Looking to purchase one, is it safe ? Also if the guy hasn't changed the clutch in the last three years he's bout it.. and it needs a trans tuneup and has a cracked windsheild... is 14K a good investment. It only has 165K miles.
 
Wranglers are 4 seaters. 2 buckets in front. 1 bench seat in back. Some people take out the rear seat to utilize rear cargo room.
