Is a 16" framed mountain bike big enough for a 5'9" guy?

my inseam is 32" and that ehow.com site tells my to multiply that by .65 which is 20.8" for a road bike and to take 10cm off for a mountain bike with is 3.9." so a 17" bike is what I should get right? I guess for $35 though 16" should work fine right?

That will be too small and you will feel cramped. Take your inseam X .59 to get the proper frame size. For the best fit visit the local bike shop.
