Is 9pm too late at night to be drilling (home improvements) in the house?

I live in a terraced home. My neighbour decided to do some drilling last night at around 9pm. It was very loud and I did feel it too late to be doing such work. Anyhow I let it go. However the neighbour on the other side of me (a lovely sweet teenage daughter of a family of Somalians) politely asked me if I was doing any drilling as the new baby in the house kept crying with the noise. I told her it was the other neighbour and she decided to knock and tell them. She said ever so politely, "I'm very sorry to disturb you, but our new baby can't get to sleep and I was just wondering how long you were going to continue with the drilling?" in which the replied, "Why it's only 9pm and you're already in bed???! We will be finishing shortly, but you're f"cking lucky you lot have been given a house". I felt so sorry for her. She just walked off and said nothing.
