Is 50 attack considered failed for a ftp rune pure?

hey guys, I was thinking about turning my range/2h pure into a rune pure. I feel that is is a waste of money to spend 5 dollars a month on two accounts, and the account has 50 attack (which is apparently considered failed in f2p). I have been really considering becoming a rune pure, but recently I've came to the discovery that most who make rune pures keep their attack levels at 40. I just need your guys' opinions : Is 50 attack considered failed for a ftp rune pure?
