Is $21,699 good deal for 09 honda civic ex-l with navigation system?

It was the quote that dealer guy gave me.. it's excluding tax and DMV fees. so including tax and dmv fees, it would be around $23,710. I'm trying to buy the car this month since I live in CA and tax will go up next month.

EX-L (which is the leather and heated seat version of EX) w/navigation,bluetooth included.
