Ipod Touch 2G bluetooth won't turn on how do I fix it?

When I go to my general settings and go to bluetooth, no matter how many times I tap my screen it won't change from "off" and it won't turn on. But every now and again it will say unavailable. Does anyone know how to fix that? I really want to be able to play street fighter iv via bluetooth but it won't turn on.
