iPhone 3GS tv out problem?

I bought an Apple Composite AV Cable today and tried using it on my iPhone 3GS w/ iOS 4.0.2 (Not Jailbroken). It said "This accessory is not optimized for this iPhone." even though the cable is a Genuine Apple cable. There is audio but no video output to the Television. What could be the problem.
