IPhone 3Gs location services help?

Okay so I have the iPhone 3GS and I was to turn on the location and I know to go into general and everything but the thing is when I go to tap it on it doesn't change. I was looking at other things that I could turn on and the writing was in black but the words "location services" was in gray I really want to turn this on so it can locate me when I'm using google maps
