maybe you have message This device is not eligeble" because of your ipsw.
try to choose correct ipsw file not hactivated or custom ipsw.
then you can restore it back.
about where to find hosts
if you are on xp follow this.
NOW OPen MY COMPUTER --- LOCAL DISK C: --- WINDOWS --- SYSTEM32 --- DRIVERS --- ETC--- then in host file
sir in 3G Wala pong problem both downgrade and unlocking.
my issue is in 3GS downgrading firmware without shsh back up.
From 4.0 to 3.1.3
maybe merong previous back up hung 3gs na ginawa mo at Dimo Lang napansin Kaya
you can downgraded it without error sa firmware 3.1.3. Yum ang paniniwala ko. But if 3GS doesn't perform uploading shsh blobs in saurik server when it was 3.1.3 then accidentally na update ng 4.0 wala po tlagng solusyon alam ko para maidowngrade.
I beg to disagree my frien i've never backup my shsh 3.1.3 to saurik server whats the use of it if we can unlock the baseband 5.13
see the logic here is that we can unlock all BB MF up to 3.1.3
also the iphone come to me with 4.0 emergency mode , need to have itunes 9.2, 3.1.3 original fw, ireb put the phone in recovery mode and restore with shift and 3.1.3 original fw , you'l got error 1015 don't worry use ireb and your iphone will start normal emergency mode, activate iphone with original sim , use spirit for jailbreak , use ultrasn0w for unlock.
p.s. this iphone have shsh on saurik ,after i have done all proceduce i have seen on cydia that iphone have shsh on file .

I beg to differ. I just downgraded my Iphone 3GS from iOS4 to 3.1.3 using the methods ts suggested, and voila, it works!

I DON'T have any SHSH backup at any place.
So what i did?
1. fcuked up my iphone by plugging it off while jailbreaking it with spirit.
2. Open up itunes, Put it into the recovery mode, then update it to the latest iOS4 with itunes 9.2 (the latest version as of i am writing)
3. Finished updating it, now running iOS4, I activated it with an AT&T sim card (original carrier for USA's iphone). Turn off the itunes.
4. In a meanwhile, I went to my computer->C:->windows->system32->
Open the 'hosts' file with notepad, then add "74.208.10.249 gs.apple.com" without the "" at the end of the line. It should look like this:
