INTERNATIONAL USE OF ELECTRONICS?

Hello
I live in the US but came to Israel with my laptop. I had bought a separate adapter so I could charge my laptop but it broke, and when I asked a friend- he said that the adapter (charger) of the computer itself converts the energy levels. Is this true? Yes or no? is plugging my charger and laptop into the outlet safe?
 
If you look on the adapter it will have an input voltage range. Usually it will be something like 100 - 240V which means it can be used with the 220V AC power in Israel. Every laptop adapter I have ever seen will work at 110V and 220V, so you should be fine.
