intermittent pauses during rings on outgoing calls

Hi all new poster here. I have noticed that when I call certain cell numbers from my cell, when I'm hearing the rings, there is intermittent pauses. It always happens with the same numbers. Is that an indication of anything? Like when you hear the beep at the end of a ring and it means the person is on another call?
