installing actions to photoshop 7?

i have looked all over the web on how to do this..but i cant find anything. I also notice that most peoples photoshop is set up differently than mine...this is how mine my path looks

C:// => Program Files => Adobe => Adobe photoshop elements 7.0 => Locales => en_US =>

this is where i have no idea what to do...help?
install an .atn file
