Installing a bike rack - the nuts and bolts aren't fitting together?

i just got a bike rack and i'm trying to assemble it. but inside each of the nuts there is a small plastic washer that i can't get out. this makes it impossible to screw them on the bolt all the way so everything is sliding around. can anyone shed some light on how to fix this (or does anyone even know what i'm referring to, because internet searching turns up nothing)?
 
Yep, nylock. And if your attach gear isn't stainless steel, almost assuredly not, it'll rust if you don't oil it regularly, or paint with clear nail polish. Same with all the other bolts/chrome on a bicycle.
 
You have nylock nuts. That is not a washer but an insert to make the nut stay on the bolt. You can't turn it by hand -- by design. Grab your wrenches they will work. Turns hard on purpose.
