Info on FSSA program for military?

I needed some information on the fssa program for Navy and how we go about for applying for assistance. We are a family of four with a baby on the way and on an E3 salary. Wanted to see if we qualify. Can someone tell me where my husband needs to go or who he needs to talk to about the application process? Thank you so much!
 
You have to qualify as well as have it go through a field grade officer in his chain of command. Below is a link that explains what you need to do. Because FSSA is very rare entitlement please check on the link that you even qualify with the income. Then you can visit your local Finance office to obtain the application. Hope this helps. Remember you have to re-certify every year or every PCS or even when there is an increase in his pay. It is just a supplemental payment to offset the cost of substance that his BAS does not cover for his family.
