Inflating bicycle tires?

My tires say that they can be inflated up to 120 PSI. However, the max I can inflate them to (without fear of blowing them up) is 50-55 PSI (using gauge on floor pump). Why is this?
I mean I can pump it to the point that the gauge on the floor pump reads ~60 PSI. I can't push it higher than that if I tried. The tire itself seems pretty full when I pinch it.
I can pump it up to the point when the gauge reads 60 PSI. Is the 60 PSI the pressure in the tire or the pump itself? If it's the latter, does that mean that the pressure in my tires is 100 PSI if the gauge goes up to 160?
