This has been happening for quite some time. The first outsourced Indian animation that I remembered seeing was in the Dragonlance DTV movie, which was awful, but it's an Indian animation company that's doing Wolverine & the X-Men now, and I think that show is at least as good as the average TV show that would come out of Korea or Japan.

I'll have to watch the entire report, but it also seems that there's a lot of Indian animation companies that are attempting to produce content for the Indian market as well. I know I see a lot of stuff that doesn't normally make the News ticker about Indian animation, and there was even something a few days ago about how the Indian industry is expecting a slowdown.

I think Vietnam has also been attempting to ramp up their animation studios to try and get work from Korea as well.
 
Funny, I was looking up foreign animated films that were cgi. I came accross that one and IMO it was the only one that didn't look like crap... (animation wise)

I heard the movie itself though wasn't too great. And I doubt anyone remembers it. It was a very limited release here in the states. Maybe people in India remember it?
 
If we're only talking about one related to animation here: Character designer, background designer, voice actor, voice director, writer, storyboard artist, sound designer, foley artist, music artist...

The list goes on. And keep in mind that the animators don't get to decide what the characters look like, what they do, or even the angle of the shot.
 
And also sheet timers. They dictate how the animators should animate (using storyboards and other designs as visual guide).

It's basically animating with numbers instead of drawings.

(Usually when you see a "director" or "animation director" credits in modern cartoons it means they filled out these sheets)
