In your opinion, who is history's worst dictator?

I know this is a broad subject area, and is open to subjective judgement.

..'Worst' is open to your interpretation.
 
Stalin killed millions of more people that Hitler and was even more ruthless i would consider him to be the worst dictator of modern times. but then theres
Pol Pot
Mussolini
Mugabe
and even Ceaser
and even Attila the Hun. true that in these times things were much different but still very ruthless
each person was just pure evil
 
By an outstanding margin it has to be Stalin.
With 20 million murders under his belt even before the outbreak of war,murders and imprisonments on this scale must clearly define what it means to be the worst dictator.
 
Hitler. He was an evil racist mass-murder who started WW2 and tried to exterminate the Jewish race.
Stalin was a great leader who liberated eastern Europe from fascism, modernised Russia and defeated the Germans. He did kill a lot of people but most of these were criminals and spies who deserved to die.
 
For sheer brutality and international recklessness, I would probably make the obvious choice of Hitler, with Stalin and Saddam Hussein coming in a close second.

One of the more interesting cases, however, is Said ibn Taimur, Sultan of Oman from 1932 to 1970. Despite Oman's tremendous oil wealth, the sultan made the concious and unprecedented decision NOT to let his country modernize. Sultanates are an ancient form of government, and the sultan feared that the first act of a modernized and well-educated Oman would be to remove him from power.

Thus, the only paved road in the entire country led from his palace to the airport. Eyeglasses were banned, and the gates to the capital city were sealed every night, Aladdin-style.

Thankfully, he was eventually overthrown by his son.
