In your opinion, what cartoon has the coolest animation style ever?

I like the style of the majority of Kyoto Animation's shows. They include: The Melancholy of Haruhi Suzumiya, Kanon, Lucky Star, Clannad, etc.

They all have this certain quality to them that I can't describe...

Other shows include: Avatar the Last Airbender and Cowboy Bebop.
 
I agree. Avatar was awesome with its attention to detail. Clothing, architecture, various races and exotic animals...they all looked otherworldly but believable.

My second choice would be Generator Rex. It's a really good-looking show, and Rex himself has a cool, slick, expressive design.

Third would be Fullmetal Alchemist. Both the manga and the series has beautiful design. Unlike Naruto, where the animated version looks much better than the manga.
 
Thief and the Cobbler, Secret of Kells etc. all have really good looking "flat" fluid animation. Here is a clip showcasing the animation of it, I highly recommend you find the recobbled cut, it's available for free download (The crew approves) in many places:

One of my favorites in terms of design ever is the short Cannon Fodder from the movie Memories.

All of the silver age Waner cartoons had FANTASTIC fluid movement for a television series.

Others to check out: My Neighbors the Yamadas, Paprika, Persopolis, Henrey Selick stop-motion movies, Mind Game, Waltz with Bashir, The King and the Mockingbird, Mary and Max, and any Studio Ghibli movie.
 
Cowboy Bebop and Samurai Champloo's style of character design is probably my favorite. More detailed than most American cartoons, more expressive and realistic than most anime.

Kaiba's Tezuka-on-Technicolor-drugs look is wonderful as well.

Can't go wrong with stylized '50s-era Chuck Jones Looney Tunes either.
 
Mechanics/style: Mostly Tex Avery/Chuck Jones stuff. Straight up masterpieces.

Ren and Stimpy
- Some of the most expressive stuff i've seen and love the retro throwback art.

Style: Jonny Quest- the animation was crud, but that was the closest anyone came to a moving comic book and is still emulated to this day. Gorgeous concept art from the legendary Doug Wildey and Alex Toth.

Batman:TAS
- Love that dark noir feel.

Early H/B
- Love the color palette and the simplicity.
