In what cultures is it rude for a guest to decline food served at a meal?

Rules, rules, rules and more rules. Can't people just live their lives their way and not by someone else's rules all the time? I refuse to eat anything I don't like no matter what the rules are.
 
Personally I think it's rude period, but I see tons of Americans doing it all the time. In what cultures is it flat out not accepted?
