In US courts, can SCOTUS exercise judicial review of a law without a test case?

In other words, can citizens create a test case to challenge a law when there is no actual violation? I would like to know what this process is called. I remember learning about it in high school US history class but the name of the process escapes me.

A case has to be ripe, and the person bringing the court action has to have standing, or else it'll never make it to the Supreme Court.
