In the SIMS2 pc game I cannot get the console window for the money cheat code

(cntrl +shift+ C ) to pop up? while playing the game I press control +shift+C in hopes that this window will pop up so i can type in the cheat code ---- I've tried pushing them at different times, all together, so on and so forth! Can you help??
