A)In the U.S. Senate only
B) In the house of representatives only
C)In Congress, with presidential approval
D)In Congress, with the state legislature approval

The biggest decider is the Puerto Rican people. The U.S, can't just vote PR into statehood. They must petition for it. If they do, it must be approved by majority vote of the US house and senate and signed by the president.
