In the near future will we be building web sites by writing HTML, CSS, etc. or will...

...we mainly be using a CMS? It seems like building a site with HTML, CSS, and maybe some JavaScript is a static way of building a site, especially if a client needs the developer to continually update the site. Having said that, does that mean that Content Management Systems like Joomla! will be the main way to build a web site for a client (so they can update their site themselves)?

A CMS won't make up for the precise details some users will want on their site. CMS's are just used to make things organized and easy for the user. Since when has Joomla! or a similar program created accurate and simple back-end programming? CMS doesn't cover all of it. HTML, CSS, JavaScript, PHP... they will be around for a while yet.
