In the Dark Heresy tabletop game, how do you determine Characteristic modifiers?

In D&D
11-12 +1
13-14 +2

But Dark Heresy uses different rules and I can't find it in the book. Help?

To clarify: I'm a Psycher and I'm pretty confused on the whole determining dice rolls etc.
