A forest ecosystem is more fragile, because there are many species that can be disrupted by a single unbalance in the system. However, an Arctic ecosystem contains few species, and less ways to be broken. Basically, in an Arctic system, fewer species rely on each other because there are smaller populations. Therefore, one species dying out will not affect (or barely affect) another.
 
A tropical forest is more fragile because it contains more variables. There ar emore species, etc. Therefore there is a higher chance that one of those things will be defected.
