in splinter cell Pandora tomorrow for game cube how do you activate your binoculars?

i have never really been able to do this but until now it hasn't mattered but i am at a part now where you need to use the binoculars
i have both checked the book and searched google already and either it wasn't there or i didn't understand it
i looked in the booklet again and it said to "quickly pull down the c stick and release it to enter binocular vision" but when i try doing it nothing happens except the camera angle moves.
