In php can you return php functions from a database?

Let me explain,

I am working on a back-end for my website.

Currently the back-end adds html to the database and retrieves it to the front-end.

Is there a way to be able to add php to the database and return that in the front end?

Also is there another place to ask questions like this? Yahoo answers is great, but it's too general, I was wondering if there is a good community specifically for programmers (mainly php programmers) where I can ask questions like this.
