Assuming that the singer can be replaced, and turning attention to the song alone, which stands out most: the music or the lyrics?

I'd imagine that the music "makes" the lyrics in judging a hit song, and not the other way around, right? Like, if a song has great lyrics but so-so, average music, than that song is more likely to fail than if a song has poor lyrics and great music, right?

So, when you combine music and lyrics, do the lyrics 'make' the music great, or does the music 'make' the lyrics great?
