In HTML, I need an example on how to do a rollover image.?

To be more specific, I have .gif image and when the mouse scrolls over a specific section of the .gif image I would like another image to pop up. I want the popup image to list several names, so it doesn't necessarily have to be an image. I just want it to be a list. If there is a way to make the list in HTMl I would appreciate an example of that as well.
