in gta iv, when the whole mini map is flashing is it possible to escape from the cops?

theres a mission that when you get the item you need, automatically cops appear and surround you, the whole mini map is flashing instead of just a little circle. some guys calls you and tells you to loose your threat rating or whatever.. but its impossible to run from them
oh.. how do you use choppers? just like, shoot em down and get in?
