My family and I are in desperate need of financial help, we're doing all we can do but it's not enough. We don't have fixed monthly income because neither of my parents have jobs, my mum can't get 1 because she hasn't worked in so so long no1 will hire her and lets not get started about my dad. I'm not sure if they'll be able to send me to college next semester or send my sister to school. I'm not american so we don't have college loans etc. To make matters worse I'm supposed to be getting engaged this summer and I don't know what to say to my Bf cuz getting engaged etc requires money that we don't have. I dont know what to do anymore, I'm so stressed, Any ideas?

I hear ya its hard right now. Im in the same place as you are. 
You need to stop worrying about the parents and be prepared to move out. If your Mom or Dad won't do something to help themselves, YOU ARE NOT RESPONSIBLE FOR THAT.
Your Mom CAN get work - just not what she likes. Same for Dad. There's something he could do.
They've made their choice, and unless they both hit the street every day, knocking on doors, looking for work in their every waking moment, they are not serious about it.
You, however, do sound serious about it and that's somewhat sad in that they are "depending on you" (forcing you) to solve their problems. that's quite unfair of a parent to make that burden for a child.
What are you supposed to do? Work in a bar? Escort service?
Look, people are people and we don't pick our parents.
You get a job and move out. School will come next, part-time.
Delay the engagement. You are still very, very young and you need to fix yourself first before anyone else.

Even if there are no government loans, you could very likely get a private loan...research banks in your area.
You could try getting a job. You wont make much, but if you work a fair bit you could save up a decent amount of money.
