In debates in the U.S. House of Representatives, do the majority and minority leaders

get extra time? I ask because in the debate on the Forbes Amendment, the Democrat side had like 13 minutes remaining and yielded (a minute, I think) to the majority leader, but the majority leader went on for like 20 minutes without being interrupted (that is, being told his time had expired) and the speaker, answering the Republican side's question said the Democrat side after that still had 10 minutes remaining. Then, the Republican side with 3 or so minutes remaining yielded to the minority leader for a minute or so, and the minority leader started talking 15 minutes ago or so and he's still talking! What is this? I thought each side had 15 minutes to debate the Forbes amendment!
 
The current speaker is going page by page a 300 page amendment to the point that I do not think a vote will be possible today. He is up to page 68 and has been speaking for 45 minutes. The speaker has been asked about this twice and she has said he can keep speaking until he is done.
Dang! Page 153? I think we need to not elect lawyers anymore. They make everything so complicated.
