I have an experienced carpenter (high 90s) and the option to make a ship is lit up, even sent him to school for it just incase.He has a level 4 carpenters building and I even have a mission in chapter 3 of the campaign to build a ship so its not restricted by the game. (Usually if its restricted the option wouldnt even appear black out or not anyways) I have wood and leather. Ive asked him to make 1 ship and it keeps popping up saying he is unable to make the good:ship. I dont get it!
In cultures 2 what are all the prereqs for building a ship?
