In Australia - How total is a "Total fire Ban"?

I mean, does it include a stove? Lighting a cigarette?

If not, it isn't really a TOTAL fire ban, is it?
So does that mean it's illegal for someone to light up a cigarette outside?
 
A "Total Fire Ban" refers to fires in the outdoors where sparks can ignite material in the vacintity.
