well im assuming by jail you mean holding cells. in most cases they are adjacent to the booking room and whatever officer is in there watches the cells. like said the sergeants are in charge of the shift. the police rank with duties performed in my town is as follows:
Officer (Patrol)
Master Officer (K-9 Dog Unit)
Sergeant (Shift & Operational, Patrol)
Deputy Chief (Detective, Internal Affairs Officer)
Chief (More of a political occupation, appointed by the Police Commission)
 
In most states the Sheriff of the county or parish is in charge of the jail and the entire facility. If it is a police station and it has a lockup, the police chief or commissioner is in charge of all.

Like any service the Sergeant control most operational situations. The senior officers are in charge of them but unless there is a problem don't get involved except for strategical command situations.
