In a fatality accident is it standard procedure to test all involved for DUI?

if there is reasonable suspicion to believe that the drivers are under the influence (regardless if there was a crash or not) yes and officer can and will test all for BAC (blood alcohol content). Any refusal would result in loss of license and arrest.
 
In a fatality accident with a motorcycle rider is it standard procedure to test for alcohol of all riders in the group? If the police do not and it is found that alcohol was involved and evidence points to the fact that all the riders had been drinking can the police/DA go back and file charges against the surviving riders?
