Important letters not recieved through the post. Where do i go to complain?

I've requested my annual child tax credit reward notice from the inland revenue, twice in May and did not receive them and also this month in July.
They said they have posted them out, the most recent one on the 1st of july. So i rang them again last week as i've not received that one and requested another however i'm still waiting.
I'm really worried now as these letters contain a lot of personal information about me and my children i.e full names, Date of birth, address E.T.C.
Where do i go to make a complaint and how can i make sure i receive my next reward notice?

Blame the Federally run post office. The same Federal government that is about to run your health care system.
