My Sister-in-Law is in the Philippines and is coming back in a couple of weeks. Can she buy a cell phone from there to use with a local cell provider in BC, Canada? TIA

Yep - For some phones, if they don't have the 850MHz band, you will need to make sure you have 1900MHz in your area.
