im working in 302 ford block?

im working in a 302 94 mustang block, everything is new in it but not the crankshaft, im torquing the maing caps to 23 ft-lbs but my crankshaft is not spining and i need to go to 60-70 ft-lbs of torque 0n the main caps, does my crankshaft needs to spin freedly on 60 ft-lbs, does the lil arrow on the main caps needs to point to the flywheel or the front of the engine
