It's about a boy that gets on a spaceship and one of the first things that happens is he goes into surgery and gets his vision corrected and a chip is implanted where he can understand all the languages in every galaxy. There's a lunch room scene with all kinds of different aliens and that's all I can remember. The surgeon for the operation has a crocodile head, and that's really all I can remember.
