I'm trying to find a children's picture book from the 1970s, but can't...

...remember the title or author! Help!! I'm trying to track down a book that I read as a child in the 1970s. In the story, a lovely, kind seamstress is asked by the ladies of her town to make beautiful ballgowns for them to wear to the upcoming ball. The dresses start out so beautifully, but then the women begin trying to outdo each other ... wanting the most frills, bows, ribbons etc ... more, more, more ... demanding the kind seamstress to add all sorts of excessive flourishes to their dresses. The little seamstress works very hard for the ridiculous women, but in the end the dresses just fall apart due to the weight of all of the excessive frills and bows etc. I remember how pretty the illustrations were, and how deliciously satisfying it felt when all of the ridiculous dresses fell apart. Silly women! I would love to own this book. Does anyone have any idea what it is called & who wrote it, please?! Thank you so much!! :-)
