I'm planning to cheat the Government?

If I left the country to a third world country, created a fake id and passport that doesn't have fingerprints since this country's passport doesn't have fingerprints and returned to that initial country, would they know who I am? I am planning a major international criminal operation.
 
Go for it son, with this government they'll give you a free house and pay all your bills and give you every benefit under the sun. They don't take a lot of "cheating", they really are just stupid. :-D
