I'm planning on buying a car out of state what do i need to complete?

I'm looking at buying a Used car from a private party in Nevada I live in California i know the smog is a must and must meet California smog requirements, along with that do i smog it since its going to be a California car? or is it up to the seller unless stated? I know i need to get new plates, How much does the DMV charge to change plates? and i know the registration and smog certificated, Is there any more forms i need to fill out??? any helpful answers would be appreciated
