I'm new to hockey fanship. Can you help me figure something out?

I attended a minor league hockey game in Stockton, CA a couple weeks ago. It was the first one I've ever been to, and it was awesome.

But one thing confused me - how do they set the rules about fighting? In the first period, two dudes started beating the crap out of each other. The refs just stood there and let them do it. But in the third period, two dudes started beating the crap out of each other again. But this time the refs broke it up right away. The same thing happened again later in the period.

I know that I haven't provided much detail, but could someone please explain why they might have allowed one fight but broken up the others? Neither fight seemed to have anything to do with the play - in neigher case was either of the fighters shooting or trying to get the puck. And all the fights seemed to be evenly matched, one on one.

Any ideas?
