I'm looking for a good photoshop program? 10points!?

I just got a new camera and im looking for a photo shop program that can change color on things, like make a zebra have rainbow stripes or something like that. Or have it so i can put some color in a part of a black and white picture. or put like drops of water on a strawberry, stuff like that. If there are any I can download that would be great, or some in expensive ones because i don't really want to spend too much money. thanks
