its about a town with no parents and the kids are struggling for survival.

any help?
it was about a city the was in someway destroyed and there was no parenta




"I think it was about 2 girls who ruled a city or something? A teacher I know read it to her reading class in 6th grade... not a tale of two ities, for sure"- do you remember or know a way of getting the title?
